The Lord High Chancellor is the effective head of the government as well as the master of the realm's finances. All the civil service report to him (he appointed Aelel Linril Governor of Lossal for example). He controls and collects taxes, and he is thus not the most popular official with the common folk. He also spreads the Lord's proclamations and decrees.
Coronos is, strangely, a dwarf. After his encounter with Hildraft, Skufruss revised his view of dwarves, realizing that no other race makes a better accountant or collector of debts.
