As Surya - the only realistic candidate - showed no desire to be King, a council was set up with representatives from all the factions involved in the rebuilding of Tellare; the structure was designed by Skufruss of the Kin. Technically, as Lord Protector, Surya of Tellare was also entitled to a seat on the council
